07/15/2021 - board of directors meeting minutes

The regular meeting of the Board of Directors was called to order on June 8, 2021 at 7:00 P.M. in the community clubhouse as set forth in the notice of meeting fixing such time and place.  Notice of this meeting was posted on the community bulletin board forty-eight hours prior to the meeting.                 

Quorum verified by Board Members attendance as follows:

Guest: Homeowners: Deborah Davis and Bill McDermott, Nathan Scott from Giddens Security, Sasa Popovic and JD Nelson Greenway Landscaping

Giddens Security: Nathan Scott reported for the past month there were 14 parking violations and 1 JSO came on site. On the 7th of June  there was an incident with a driver damaging two shrubs at the entrance.

Greenway Landscaping: Sasa Popovic and JD Nixon reported:

  • Mulch and pine straw have been completed.
  • New flowers installed in the next 2 weeks.
  • Fertilization, 4 times so far this year, 2 times for the shrubs and 2 times for the sod.
  • Contract issues discussed.

Todd Moline moved the Board approve the irrigation issue at the exit side for $625.00. Michael Johnson seconded the motion which carried. Todd Moline moved the Board approve up to $250.00 for repairs to be done automatically by Greenway. Michael Johnson seconded the motion which carried

Reading and approval of previous meeting minutes: Special Meeting Minutes, Todd Moline moved to approve the minutes as submitted. Paul Porter seconded the motion which carried. May 11, 2021 Board Meeting minutes, Todd Moline moved to approve the minutes as submitted. Paul Porter seconded the motion which carried.

Property Manager Report: Debbie Koteles presented the Management Report as submitted in the Board Packet reporting on the previous month’s maintenance projects.

President: Todd Moline stated; A minority of the Board cannot take any official action on behalf of the Association. Any communications that the minority Board members send out that are false expose them to claims for breach of fiduciary duty as well as libel and slander. On the other hand, it would be permissible for a majority of the Board to authorize communications to the membership stating that the minority’s communications have not been authorized by the Board and therefore do not represent the Association’s position on any issue. To be clear, the minority of the Board acted without majority approval of the Board.

Financials: Mike Johnson stated the financials are in good shape and so far this year there is a $22,205.00 surplus. It was noted $10,000.00 of the surplus is slated for the extra guard for the summer months at the pool area. The Board discussed the Reserve account and the monies allotted for the road repaving. The Board requested Debbie Koteles research getting possible quotes for the resurfacing of the roads.

Committee Reports:

  • ARC: Bill McDermott reported the property in question last month about the color has since repaired the issues and is a more pleasing color. The ARC is all in favor of the changes. Debbie Koteles reported at this time Marsh Landing Management Company does not have the ability to do electronic submissions as requested last month. Paul Porter suggested auto fill on the applications sent to owners and he volunteered to look into doing the setup. Debbie Koteles will send him a blank application.
  • Communications/Social Committee: Todd Moline discussed that since the association does not have enough volunteers to fill the Communications Committee it now falls under the Social Committee. All posting of activities on the reader board are to be done by the Social Committee. Paul Porter reported on the Memorial Day Social Event stating there was anywhere from 75 to 100 people in attendance. The next event will be the 3rd of July for the 4th of July celebration.

Old Business:

  • Security Issues/Gates/Fence Proposals: Tabled
  • Doorking Manual Network Adapter: Todd Moline moved the Board approve the replacement of the manual network adapter for the cost of $873.05. Paul Porter seconded the motion which carried.
  • Landscape: Todd Moline discussed the issues with Greenway Landscaping. It was recommended they should be monitored more carefully.
  • Drainage: The Board discussed drainage issues at two properties on Mt. Ranier. The Board requested Debbie Koteles research options for the repair of the drainage.

Open Forum:

  • Owner approached the Board for solutions on the drainage in front of her property.
  • Board member discussed the request from an owner to set up a fall holiday craft event at the club house.
  • A resident stated re-paving the roads will not take care of the curbing problem. Must repair the curbs first then re-pave.

Board Adjourned: The Board adjourned at 8:30 pm.

06/30/2021 - 4th of July Party

Saturday July 3rd 3pm-6pm Clubhouse area

We will be celebrating with swimming, our favorite clown Star and some great music. We will also be hosting a HOTDOG Bar with all the fixings.

The regular meeting of the Board of Directors was called to order on May 11, 2021 at 7:00 P.M. in the community clubhouse as set forth in the notice of meeting fixing such time and place.  Notice of this meeting was posted on the community bulletin board forty-eight hours prior to the meeting.

Guest: Nathan Scott from Giddens Security, Sasa Popovic and JD Nelson Greenway Landscaping

Giddens Security: Nathan Scott reported for the past month there were 24 parking violations and 3 JSO called on site. The men’s room and the lady’s room were trashed. Debbie Koteles reported an issue with a guard.

Greenway Landscaping: Sasa Popovic and JD Nixon reported:

  • Pressure Washing has been completed.
  • The mulching will be done by the end of May.
  • Palm Tree trimming slated.
  • 1st fertilization has been completed.

Next month Greenway will discuss the open proposals to include the soccer field.

Reading and approval of previous meeting minutes: Board Meeting minutes from April 2021 were reviewed and amended to read Paul Porter was appointed by Todd Moline to supervise Greenway Landscaping. Todd Moline moved to approve the minutes as amended. Paul Porter seconded the motion which carried.

Property Manager Report: Debbie Koteles presented the Management Report as submitted in the Board Packet reporting on the previous month’s maintenance projects.

Financials: Mike Johnson absent, no report.

Committee Reports:5pm

  • Social Committee: Paul Porter reported the first Saturday of every month from 11am to

1pm Picnic in the Park. The 29th of May from 4pm to 7pm Memorial Day celebration. Starting in June the 1st Saturday of each month will Food Truck Saturday’s beginning at 5pm.

Old Business:

  • Security Issues/Gates/Fence Proposals: Tabled
  • Roof/Paint Fascia: The Board discussed the proposals presented and requested Debbie Koteles obtain B&D’s proposal. Todd Moline moved the Board approve B&D Roofing and Construction proposal not to exceed $2,200.00 Paul Porter seconded the motion.
  • ARC: Todd Moline presented the ARC’s proposal for guidelines and applications to the committee. After review Tiffany Woodie suggested putting the option of electronic submissions into the paperwork along with mailing in the applications. Paul Porter seconded the motion which carried.

Open Forum:

  • An owner reported on the drainage issue in front of his property. The Board will look into the situation and discuss at the next Board Meeting.

05/20/2021 - Policy Reminder

To All Residents: 

Since spring is upon us, I would like to take this opportunity to remind you of some of the things you should do to keep the neighborhood at its best. I have listed some of the things I have observed during my recent rides through of the community. If, upon inspection of your property, you do not have any of the listed concerns, then keep up the good work and pride of ownership.

House Numbers must he at least 3″ high, legible and visible from the street.

Homes must be free of Mold and Mildew.

• Please note there is an excessive amount of mold and mildew on homes throughout the community; this includes roofs as well as exterior walls, trim, and pool cages. Please have your homes treated and cleaned to have all mold and mildew removed.

Driveways and Sidewalks:
• Mold and mildew as well as oil stains on driveways and sidewalks is present throughout the community. If you have mold and mildew or oil stains please have them removed. Please keep the sidewalk in front of your property clear of all debris and leaves.

Trash Cans and Recycle Bins:
• Please remember to only place your trash cans and recycle bins out the night before scheduled pick up and store them out of sight by the evening of your pick up. Frosted Windows: • If your window(s) appear to be dirty or cloudy and cannot be cleaned from the inside or outside then the seal is broken and must be replaced.

Lawn Repair and Maintenance:
• Brown or bare areas in your lawn need to be repaired and your landscape beds cleaned out. Please treat your lawn and landscape beds for weeds and mow your lawn on a regular basis. Lawn debris is only allowed to be placed at the curb the night before the scheduled pick up.

Tree Pruning:
• All trees hanging over the sidewalk must be pruned to a height of 8 feet to allow passage for walkers. Trees hanging over the street, as per statute, must be pruned to a height of 13’8″ to allow emergency vehicles, garbage trucks and school buses passage.

Fence Repair:
• Please inspect your fence and repair any damaged areas and paint if needed. Please also have them cleaned and free of all mold and mildew.

Parking on Streets:
• The Rules of the Community prohibit regular street parking. Also, do not park on the grass as this is not allowed.

In order to give you an opportunity to address any of these issues as applicable, I will not start sending out violation letters concerning non-compliance issues until thirty (30) days from the date of this letter. Please remember, if you get two (2) letters regarding non-compliance on the same Issue the third letter sent will be notification of a Board review of your violation and a fine may be placed on your property.

As a reminder, exterior changes to your property must be approved by the Architectural Review Committee (ARC) before projects are started. If you proceed without ARC approval you will be fined and required to return your property to the original state. The Homeowners Association will not tolerate any violation of the ARC Guidelines as set forth in your governing documents. So please before moving forward on any project apply to the ARC. Time to Update Your Gate Sentry Account

It is time to update your Gate Sentry Account. Please remove all vendors you are no longer using and check your phone numbers and email accounts to insure accuracy.

Listing Guests at the Gate

The holidays are fast approaching! Please use one of the methods below to list your guests. If you don’t the Access Control Officer (ACO) at the gate will have to call you for each guest and the backup at the gate can get HUGE. 

  1. Enter your guests in your visitor list in Gate Sentry. 
  2. I will have a lot of visitors for a special occasion. Do I have to put them all in Gate Sentry?
    No. You have the option of preparing a written list for the ACO to use. Place your name, address and a date/time for the occasion on a list with the names of all your guests and deliver the list to the gatehouse. When guests arrive the ACO will verify their driver’s license and if they are on the list they will be granted access. As these guests are not in Gate Sentry you will not receive notification of their arrival. If the guest is not on the list and they are not in Gate Sentry the ACO will have to call you for authorization. If you don’t respond the visitor will be turned away. Before accepting the list the ACO will require your pass phrase so have it with you.
  3. I will have a lot of visitors for a special occasion and I won’t know all their names.
    No problem. You have the option of requesting “Do Not Call” access for a specific date/time. Simply call the gatehouse (904)613-2588, give the ACO your pass phrase so we know it’s really you, and request “Do Not Call” access for your occasion (can’t be for more than a 24 hour period). When visitors to your residence arrive the ACO will verify their driver’s license and grant them entry. As these guests are not in Gate Sentry you will not receive notification of their arrival.

Reminder About Guests

Guests who are invited in or who are on your permanent access list to use the amenities must be accompanied by you as the owner at all times.   Please do not risk the guard asking them to leave per Association Rules.

Bar Code Information

Hampton Park is a controlled access community. To insure access to only those vehicles having a right to be in the community the Gatehouse is manned by an Access Control Officer (ACO) around the clock seven days a week. As a courtesy to residents and to insure quick access to the community a resident entry lane has been provided. The lane operates with an automatic gate triggered by bar codes placed on resident vehicles. Marsh Landing Management Company (MLMC) has been directed by the Association Board of Directors to insure that only authorized vehicles are granted the bar code privilege. To accomplish this task required by rule (8) below, the board has approved a process that requires the actual bar code be applied to the owner’s vehicle by MLMC personnel. This will insure that only documented authorized vehicles are afforded a resident privilege. Please remember that bar code entry is a privilege and this privilege can be revoked for several reasons as described in the CCR and rules.

Trash Collection Procedure

It is the responsibility of all residents to separate yard trash, trash, and garbage (including rubbish). Trash, garbage (including rubbish) and recyclables shall be placed separately at curbside no sooner than 5:00 p.m. of the day before scheduled collection and any garbage/recyclables receptacles shall be removed by 6:00 a.m. the following day.

  • Garbage pickup (green) Thursday morning every week
  • Recycle pickup (yellow) Monday morning every other week
  • Yard waste pickup bagged/neatly bundled Tuesday every week
  • Bulk waste is picked up on recycle days
  • Appliances/large items require a call to 630-2489 to schedule pickup
  • Solid Waste Collection Schedule

Street Parking Rules

Regular on street parking is not allowed at any time.

Traffic Enforcement

Our Speed Limit is 25 MPH. Please be mindful there are children at play and SLOW DOWN! Remember Texting and Driving is Illegal.

Yard Waste & Household Debris

Please remember that all lawn clippings and household debris should not be placed at the curb until the night before scheduled pickup. Lawn services should be encouraged to include removal of yard waste in their fees. Items left at the curb all week detract from the appearance of our community and owners who place them out early will receive a notice of violation. Please help us maintain the look of a well-kept community by observing these requirements.
